Herbert Palliser RBS was born in Northallerton, North Yorkshire. Following an apprenticeship time served as a pupil with an architect in Harrogate, he studied at Central School of Arts and Crafts, 1906–11, then with J. Havard Thomas at the Slade School of Fine Art, 1911–14 before himself teaching at the Royal College of Art (1931-48).
His monumental commissions included the Calcutta War Memorial, 1924, the Cobra Fountain, New Delhi, 1932, and Roosevelt Memorial, Westminster Abbey, 1946.
A member of the Royal Society of British Sculptors (RBS), Palliser exhibited at the Royal Academy, with 'animalier' subjects including Spider Monkey (1934), Goat (1935) and Ibis (1940). It is not currently known whether this is the 1935 entry. He also showed at the New English Art Club, the Walker Art Gallery, Liverpool, and the Royal Glasgow Institute of Fine Arts.
Examples of his work are illustrated in Arthur T Broadbent’s 'Sculpture Today in Great Britain 1940–1943', and in Eric Newton’s 'British Sculpture 1944–1946'.

"This photograph is from a collection bequeathed by William Kineton Parkes in 1938. Kineton Parkes was a novelist, art historian and librarian, who was best known for his writing on sculpture. He sent out questionnaires to sculptors in the 1920s, which are now held in the Archive of Art and Design. This photograph is one of many which were sent to Kineton Parkes by the sculptors he approached to complete the questionnaire."
