'Countess of Mornington' would refer to Elizabeth Wellesley, Duchess of Wellington (1820-1904), née Hay, daughter of the 8th Marquess of Tweeddale. Her husband, Lord Douro, whom she married in 1839, succeeded his famous father (Field Marshal Arthur Wellesley, 1st Duke of Wellington, 1769-1852) to become the 2nd Duke of Wellington in 1852. Elizabeth's father, George Hay, had served under Wellington in the Peninsular War.
Elizabeth was appointed Mistress of the Robes to Queen Victoria, 1861-8 and 1874-80, and was a Third Class recipient of the Royal Order of Victoria and Albert. She became Countess of Mornington in 1863, when her husband inherited the Earldom on the death of his cousin, William Richard Arthur Pole-Tylney-Long-Wellesley, 5th Earl of Mornington.
